In Isaiah 48:22, the ‘wicked’ refers to those who rebel against God.
Specifically, it points to two groups ;
1. Unfaithful Israelites - those who outwardly claim to follow God but inwardly live in disobedience, pursuing idolatry and hypocrisy. (Cf. Isaiah 48:1-2, where God criticizes Israel for calling on His name without sincerity.)
2. Pagan nations and unbelievers -such as Babylon, who openly oppose God and His people.
Thus, the “wicked” are both false believers among God’s people and hostile outsiders, and to both, God declares;
“There is no peace .”
