At the end of Matthew 9, Jesus looked at the crowds and had compassion on them because they were harassed and helpless, like sheep without a shepherd. He told His disciples that the harvest was plentiful but the workers were few, and He commanded them to pray to the Lord of the harvest to send out workers. Then Matthew 10 begins in a remarkable way: the disciples who were told to pray for workers are themselves called and sent. Called, Given Authority, and Sent Jesus called the twelve disciples and gave them authority over unclean spirits and over every kind of disease and weakness. The order matters. The disciples did not first become powerful and then come to Jesus. Jesus called them first. He gave them authority, and then He sent them.
